D'oh - I just realized I didn't bootstrap with autoconf 2.71 and
automake 1.16.3, the way I did for 1.4.18b.  That shouldn't affect
m4.pot for translators, but may affect the ability to build on some
platforms.  At any rate, it won't be an issue for the actual 1.4.19
release later this month.
