Sounds like a lot of work, especially since 'make html' is optional
according to GNU Coding standards, and we don't have a 'make html-install'
on the 1.4.x series yet.  For the 1.4.x series, I'm comfortable leaving
that post-processing to distributions that actually ship html docs along
with their binaries.  And 2.0 is far enough out that maybe texinfo will
have a better solution by then.
