IIRC, I wrote this. Most sensors have a a few more lines and columns of pixels 
than their nominal resolution. The extra pixels are used to simplify the bayer 
decoding algorithm. There are also optical black pixels, used in black level 
compensation. So the "10" is here to position the "window of interest" at the 
center of the pixel matrix.
The formula would be better like this : rowstart = 
(matrix_height-window_height)/2
