It's probably because the CPU id field is a signed byte. I don't think anyone's tried anywhere near that number of CPUs. The memory request object is one place to consider. You're also going to run into issues with the fact that we only have a shared bus model. Come to think of it, some sort of bus interface ID field could also be a signed byte.
