You can tell the simulator to terminate before that cycle:
Command line option: --root.max_tick=139601

I'm actually not sure why we panic on an EIO exit.  Perhaps it's because
we never run an EIO trace to completion and it's a nice test for us.

If you want this to go away, you can remove the panic and call SimExit.
