You need to setup your directories correctly.

depending on which directory you are running that command, which btw looks like 
you are running in the build directory, you need to have the paths specified in 
the Splash2.py file to point correctly to where the binaries are located.  if 
you notice, the downloaded/unmodified version you probably have is pointing to 
a directory splash2 relative to the current working directory.  just modify 
ROOTDIR to point correctly and things should work.
