I'll assume that you're talking about TCP, and that each packet you speak of is an unfragmented TCP packet. If this is not the case, you'll need to exaplain more.
What's probably biting you is the fact that TCP has two retransmission modes: fast retransmit, and normal retransmit. The first two packets are probably being fast retransmitted which is why you see them, and the rest of the packets are probably waiting for the timeout for normal retransmit which takes a very long time (i.e. probably much longer than you're waiting).
