It looks like scons is still getting the old 1.3.21 version and not the
1.3.31 version you installed. Perhaps you need to change your path.

What version of swig do you have? I believe stdint.i is part of the
standard swig distribution, so perhaps you have an old version or the
version you have is not installed properly.
