FS mode does not work on cygwin, because FS mode uses signals to handle asynchronous I/O and cygwin does not support signals properly. SE mode does work (better) since it doesn't use signals, although I believe there are some syscalls that aren't properly emulated, so YMMV. You're much better off to use a free virtualization package like VMware Server to install Linux in a VM if you really need to run on a Windows host.
