You are making an interesting observation.
I have the impression that there was more communication between Western
European mail artists and Central & Eastern European ones when the wall was
still intact. Why? Maybe because we all felt the need for communication
bigger and stronger. It was more essential, so we all did more efforts.
After the wall came down we were "one" (in theory that is) and the
attention to the exchange dropped.

If you see however the network as a true global one the real challenge  is
how to communicate with people in Africa and Asia (outside of Japan); how
to involve them in communication, exchanges and projects.

yes, Warsaw and all Polish cities changed a lot,
and we hope that everything will go to the better,
but we (artists) feel that the iron curtine still exists -
I feel that the art circulation is mostly related to the West Europe and USA
production.
In my opinion isolation of the new EU countries still exists, we have quite
inner developing so far, that Warsaw is maybe suprise for you.
