Yes, May the 14th is the date. Also note that the charges for
oversized material will change significantly. If an envelope is
oversized (either outer dimensions or thickness), the oversize rate
will be double (right now it is 13 cents extra). So your domestic
oversize letter would be 41 plus 41, or 82 cents. Don't know if
international mail will also double, but I wouldn't be surprised if
that were the case.
