In the low end range, I'd recommend the Samsung Galaxy Y Pro.  It has a qwerty 
keyboard and reasonable processing speed.  I have tested it out for Samsung to 
gage how accessible it is.

Also, you might want to suggest the Samsung I5510, also known as the
Samsung Callisto.

Though it is betting on a somewhat smaller screen with a lower WQVGA 
resolution, downgraded camera and processor, it comes with a full hardware 
QWERTY keyboard.  I haven't tested this phone myself since it is not available 
for the South African market yet.

The other samsungs, like the galaxy ace, galaxy mini and galaxy gio is 
definitely not accessible.  the virtual keyboards work kind of but, no 
navigational trackpad or d-pad is available.  I've tried to activate the one in 
TalkBack but, had no luck there.

If money is not a concern, check out the galaxy note and the galaxy s II, 
preferably wait for ICS.

in telling the person it needs to be 2.1 or above and I should recommend it 
have a trackball and physical buttons for home and back? Any advice welcome 
including models as I can look and see if they are available here.
