If you don’t have talk back checked on your hone, make sure that you have
both, accessibility, and mobile accessibility, checked on your phone. Also
check to see if you have your sounds muted, this can also prevent you from
having speech. Or check to see if the volume on your device is set to very
low, this can happen at times.

I had the talkback box un-checked on my phone but, I still don't have any
