no there is no speech program for the android tablets as of yet.

With most phones, what you can do to make a threeway call.
Once you are on the first call hit your menu key, view the options, and it
would say, add a call. Click on that, and then dial the number you are
looking to add, then click on dial, and then it would say, merge calls.
Click on that, and wah-lah, you have just made a threeway call.
