This could be a carrier issue. Are you on an international calling plan?

I'm using the HTC mytouch 4g slide and am trying to call Arjentina. I dile
the number and the code as it is and it doesn't let me make the call. Has
anyone had any problem calling other countries from the US with MA? I ask in
T-mobile and they don't know anything about it so I was wondering if the
phone app in MA lets you call international from the US.
