That feature is only available from your carrier, usually at a cost, if
your carrier allows for this, some don't. otherwise, you can either
download a third party app to send the call directly to voice mail or
look under apps, settings, call settings and see if your phone has a
feature called black list. By entering that number in there will send
it to voice mail. Another method is to create a contact in your phone's
contact list for the phone number/s in question and mark send to voice
mail feature. You can call it black list or something. I hope one of
