Nick, The Talkback swipe gesture to open the notification screen doesn’t work for me either, but I found another way. What I do is put two fingers on the top of the screen and swipe downwards. This gets me to the notifications most of the time.
As for your second question, I have been looking for a way to modify home screens as well, but haven’t found out how to do it until now.
