This seems to be a real failure. I don't think it's caused by this particular revision though.

It seems to be a race condition: the DHCP server fails to starts because /etc/maas/dhcpd.conf does not exist but the celery log indicates that the config file has actually been written *before* the 'restart' command was sent to the DHCP server.

I'll investigate today.
