What could be done in this case is: 

If we are upgrading from a cobbler version, do either:

1. Tell the user that they need to run 'maas-import-pxe-files' to obtain
the new images.
2. Simply run 'maas-import-pxe-files' on postinst.
3. Create a migration script to be run on postinst.

I'm more inclined for 1. Unless we do 3.
