Hi Mike,
I'm not sure why it is, but it seems intentional. You need to unlock the phone 
first before notification center will come up. I think about it in relation to 
the unlock code and similar features, if anybody could just read your 
notifications without first unlocking the phone it might be a security risk. 
Minor annoyance, but it doesn't take me long to unlock things in any case.
