Hi Anne,

I think you're talking about the default settings on the Advanced tab  once 
you've selected "Edit SMTP Server List…" on the pop up button for the Outgoing 
Mail Server (SMTP).   This is about step 3. in the second set of instructions 
new the end of my post, where navigation starts from the "Account Information" 
tab of the Accounts pane for Mail, rather than from the "Advanced Tab".

I think you are only able to navigate to the advanced tab radio buttons once 
you have highlighted a selection in the table of servers.  You might try 
routing your mouse cursor to your VoiceOver cursor with VO-Command-F5, and 
clicking with VO-Shift-Space to select your server before you stop interacting 
with the table and navigate to the "Advanced" tab to press and select it with 
VO-Space.  

Other than that, your suggestion or removing and adding the account again 
should work, since you'll be taken through the setup dialog.
