I have no  knowledge of Braille displays but in theory the fact that
voiceover sees the display first should not be a problem. Fusion contains a
device management interface which can determine whether devices are
connected to the Mac or to windows.
However ,this does not always work perfectly. My EyePal scanner will not
work properly under windows Fusion .

Given the cost of displays I think it is too risky to go on theory though
and you will need to get a  manufacture to say that they support this way of
using a display before purchase. Even if somebody  else on list has got a
display working perfectly configurations vary and you may encounter problems
which will need manufacturers support.
