1. Use the rotor to select the item labeled "Speech Rate."
2. Perform a single finger swipe up or down to increase or decrease the speech 
rate.
3. Once you've settled on a speech rate, you might want to use the rotor to 
change to another setting such as "words" or "characters" so as to avoid 
unintentionally changing the speech rate during normal usage.

If the "speech rate: item is not in your rotor, get it there by doing the 
following:
1. Go to Settings / General / Accessibility / VoiceOver / Rotor
2. Tick the "Speech Rate" item to add it to the rotor.
