I'm not sure that sample downloads of iBooks are supposed to sync to other iOS devices. After all, if you are only reviewing a small section of a book to judge whether you want to get the full book, why would you want to have it show up on every iOS device you own, apart from the one on which you requested the download? At least for new purchases in iBooks you'll need to have automatic downloads to other devices activated in Settings > Store on each device that you want these purchases to show up. If you think about it, some kind of management option like this has to be in place. Can you imagine what would happen if you had an 8 GB iPhone, and a 64 GB iPad, and all the new purchases made for your iPad automatically got synced to all devices without such a setting control? You could unknowingly fill up your other device. Go to Settings > Store on your device and under the Automatic Downloads heading turn the switch buttons to "on" for iBooks. You can also do this for Music and Apps, if you like. HTH.
