Hello Sarah, You're right, there is Drag&Drop, and it works, mostly.
To mark an item for Drag&Drop, press VO-Comma. To drop the item on a folder, for instance, navigate to the folder using the VO keys, then press VO-Period. To drop the item before another item, press VO-Less than, and to drop it after another item, press VO-Greater than. The place where you pick up the item and the place where you drop it must both be visible on the screen.
