In Xcode 4, the process of editing application interfaces has been integrated with the main Xcode application. Parts of the new process are more accessible, but there are still large limitations.
Plus, even full accessibility wouldn't help a blind person come up with good layout, sizing, font and color selections, etc. No matter. You don't need Apple's dev tools to make a UI for your app. I ported Renaissance from NextStep. You can use it to build your app's interface from a description in an XML file. The XML file describes the types of controls that should be in a window, along with their proportional and logical relationships. Based on that info, controls are automatically arranged and sized for you. If you don't like part of the automatic behavior, you can include an attribute for one of the controls to force it to a specific position, size, font, style, etc. Specify every detail, or describe the basics and let layout happen automatically. It is a bit like WX Widgets, but even more help for layout. My last release was over 6 months ago. The current release works, but has limited documentation. If you have a coding background, you should be able to figure it out. If you're just starting out, then you'll be quite confused.
