Hello David,

The navigation keys of which you speak do are purely a visual effect. They do 
not move any cursors, but turning VoiceOver off and back on again is what takes 
you to the top of the page.

VO has its own commands to navigate Web pages which are all documented in the 
Commands Help menu (VO-h-h).

You can also use single letter navigation with Quick Nav turned on, and you can 
add any commands you like that are not already there.
