That basically means you don't have any restrictions. Apple places restrictions hwere in you can for example only download apps from the itunes app store or it shuts off the voice memos app while you are getting a phone call. When you jail break you can download apps from anyware but cida is used most often and there are a multitude of apps. check them out or some of them at http://applevis.com.
