Actually you can easily do this for an individual app. I thought I posted a 
blog about this but

1. go in to ~username/library/Saved Application State and look for the 
com.apple.Safari.savedState  folder.

2. delete all contents with in the folder.

3. hit cmd I. once you back out and are having that safari folder selected.
4. check the Locked  check box

5. hit cmd w. Now when you open just safari you will be able to not have it 
happen. this prevents the all or nothing approach as some apps I want to have 
this behavior.
