You could use the same keyboard for both phones but for me at least the process would be terribly inconvenient as you'd have to have the first iPhone "Forget" the keyboard, pair the keyboard with the second iPhone and then you'd have to repeat the process again if you wanted to use the keyboard with the first iPhone so in short? Well it would seem a lot easier to just save your dollars and purchase 2 keyboards.
