If you know html well, and don't mind tweaking html, then taco html
editor is a great editor. It has helper applets with it, so that you
can insert prebuilt bits of code (such as tables, forms, and the
like) It's not really all that expensive (24.95, and upgrades are
free. It works well with voiceover, but it's not an editor you can
use effectively if you're not familiar with html coding already, but
if you are good with html code, then taco html editor is just what
the doctor ordered.
You can find it at:
http://www.tacosw.com
I like to use it, because it has a live preview frame, so you can
change your code, and watch its effect on the generated output right
away. It's also an excellent php editor as well, so I use it
regularly for nearly all of my web sites.
It's worth checking out, just to see how well it works, even if
you're not an old hand with html code, since it's such a smooth
integration of browsing and coding.
You may just be surprised by how easy it is to generate pages even if
you only know a little html coding.
It's not integrated with drupal or anything like that (as far as I
know) but since I write my own sites with php, for me, this isn't a
consideration.
So, anyway, I've rambled enough, it comes with a 30-day trial, so you
can try it out to see if it suits your purposes, so have at it. :)
