I'm also not seeing this problem, at least not yet.

I'm running Chrome version 14.0.835.202 with the ChromeVox extension 1.15.1 
installed directly from the Extension Gallery / Webstore on a macbook air 
running OS 10.7.1.

I've gotten through step 5 in the tutorial and have adjusted the speech rate, 
pitch and volume without issue. I also turned VO off while navigating the 
tutorial inside Chrome.
