Hi Eric, To open the notification center with your Bluetooth keyboard, after moving to the status bar with VO-M use Option+Up arrow, which is the keyboard shortcut equivalent to the 3 finger flick down to scroll the page. To move to the button to dismiss notification center use Control+Down arrow.
This is one of the cases where the format of the (older shortcuts) on hllf's blog site may make it easier to look up shortcuts. He uses the nice table format that gives action, keystrokes with QuickNav off, keystrokes with QuickNav on, and equivalent gesture.
