In System Preferences, go to the Language&Text pane. Select the Text tab. Go right to Use symbol and text substitution and make sure that the check box is checked. Below that check box is a table of substitutions. Make sure that the 1/3 is checked, then when you type 1/3 it will be converted to the 1-third symbol.
