Hi Eric, You can set apps to behave differently. In settings-->notifications double tap and item under the heading: "in notification center" such as "messages". Near the bottom is a button labeled " repeat alert". The possible choices range from never to "alerts repeat at two minute intervals". Also, as you probably already know, there is a toggle switch in settings-->general-->accessibility-->voiceOver-->"speak notifications in locked screen" which can suppress automatic announcements.
