You can do one of two things.
First, if you have sighted assistance, simply drag and drop the
networks into the preferred order (you can do this w/o sighted
assistance, but it's easier if it is done by someone with vision.
On the other hand, you can just remove the next door network from
your list, and your system will no longer connect to it.

I am using wifi and once upon a time I used a network next door
because it was available and I was replacing my router. Now, even
though I am using my own network, every time I reboot, or the
computer goes to sleep, the network reverts back to the next door
one. I want to stop this behavior and no matter how much I look and
try different settings, it isn't happening. It is annoying to
always have to check on which network you're using and most of the
time it's the wrong one.
