Did you apply the rule to opened mail boxes when you made it or edited it? If so that's why it's pulling them over, or some rule was perhaps applied to open boxes. Best to say no on that, then close mail and start again then the rule should take effect. It's been that way since the days of Tiger. Can really create mayhem.
