Sounds like you're using iTunes to manage the syncing of photos between computer and phone. If that's the case, perhaps you need to tweak your photo settings in iTunes. Instructions can be found in iTunes Help and on Apple's support website, but the steps are essentially the same as for any other type of media file you are managing via iTunes: Attach your device, select the device in itunes, select the photos section, adjust your settings to taste, apply changes, sync.
