You cannot on ios record 2 apps. it just does not allow it. it is a 1 channel sound card, that is 2 similtanious channels such as somethign playing in dropbox and voice memos cannot be run. the voice memos app will stop or pipia or flipzu or spreaker.
For os though you can use audio hijack or amadeus and sound flower to do the job. I do this all the time for my podcasts and broadcasts and prerecorded stuff. so to sumorise there's audio hijack or sound flower and amadeus for os and for ios you are my friend s.o.l.
