Hello Matthew

next to the Message table in Mail there is a horizontal splitter. Place your VO 
cursor on that splitter and interact with it. Then drag the splitter down until 
VoiceOver says "Zero Percent". Then you'll need to route the mouse to that 
pointer "VO+Command+F5" and then click the physical mouse or press the 
trackpad. That should do what you want.
