Hello Jane, 

Google Hang Out allows this, but I am not sure how accessible it is to blind 
and visually impaired computer users. 
When my family uses it, a sighted person always initiates or joins onto the 
video conferences that I participate in and I have never used this service solo 
with blind friends.
