It depends on the context to which it is used.
It holds a totally different meaning at a brothel than it does in your 
shack.
But I think you are referring to the latter.
It means to connect it to your system and allow your OS to locate it, like 
in the case of a hard drive:
mount /dev/dev/hda
that's in Linux, but I'm not sure of the command-line method in the Mac OS.
