Hi Ian,

You can email yourself a PDF file as an attachment. Once the attachment is 
open, double tap the "action" button in the top right corner and, if iBooks is 
installed on your device, there should be an "Open in iBooks" button you can 
double tap to add the file to your library.

If you are using Dropbox to transfer the file, double tap the "export" button 
in the bottom right corner, which is also the last element on the screen if you 
want to use a four-finger tap on the bottom half of the screen to navigate 
there, then select the "Open In…" button and double tap, and again select 
the"Open in iBooks" button option to double tap.

You should also be able to add PDFs that are directly linked in web pages to 
iBooks.  Again, there should be an "Open in iBooks" button option, and/or an 
"Open In…" button that will list any other apps on your device that can open 
PDFs directly, and include an "Open in IBooks".

Your iBooks library can include both ePub books and PDFs in its collections, 
and the PDFs will be stored under "PDFs".

There is always the traditional iTunes file sharing method of transferring PDF 
files that you add to your iTunes library (under "Books") just as you do your 
music or audiobook files (e.g. with Command+O, then select your PDF file in the 
dialog window, with the option of using all the standard Finder navigation 
shortcuts like Command+Shift+H for your home directory, Command+Shift+D for 
Desktop, Command+Shift+O for Documents, Command+Shift+G to "Go to Folder" with 
a path that you type in -- can even be on an external drive, etc.  Then connect 
your device and select the sync options to make sure your PDF files are 
included in the file transfers for your books.

Remember that VoiceOver can only read PDFs with text content -- not images of 
text, although these can also be added to your iBooks library.

You can also use methods similar to those described above to transfer ePub 
books to your iBooks library.
