I could, of course, be wrong but it's my understanding that there's far more to this than simply enabling the audio services. You'd have to figure out the VoiceOver side of it as well. Apple says it cannot be done, this has actually been discussed with their engineers by quite a few people. I'm not at liberty to disclose full details of these discussions. But I really wouldn't hold your breath for this to happen.
