The key here is patience! If you have that scenario whereby there's no active partition which will boot, you just need to enable an active Internet session, turn on the machine, then leave it alone for about an hour. The machines will go and get is OS from the Apple servers and, when you come back to it, you can turn on VO in the normal way.
