Hi Steph, Not a permanent fix, but try this: when you go off your wifi network, try going into settings and putting your device into airplane mode. Then turn airplane mode off again, and check whether your 3G performance returns after a few seconds.
Apart from this, a quick Google search indicated that some people were able to solve their problems by doing a restore as a new device, and then restoring from an old backup file. Restoring from a backup that is made after your latest iOS update might bring back the problem. By the way, what is your model iPhone and carrier? HTH.
