I'm in the U.S., and I have my language set to Australian English, and the phone stays in my region. Also, Apple fixed it so if it runs down or powers off, the same voice comes back up. It used to be that it would always default back to U.S. English. I discovered a neat trick with Siri, if you want a different voice without having to change the region format, just set Siri to that format and it will change it for you.
