Mars Edit is a Mac app. If you were talking specifically about iOS, the
Blogger app is reasonably accessible, last I checked. Someone else might
need to weigh in on whether that's still the case.

At any rate, yes, Blogspot is usable with VoiceOver. Many people, myself
included, use an app called Mars Edit, which lets you write posts and edit them
in an accessible interface. The BlogSpot UI has become worse lately, though
when I last tried using it directly it wasn't impossible.
MarsEdit can be found at www.red-sweater.com/marsedit. It has a 30-day trial,
which might suit your needs, A single-user license costs $40, which is a bit
expensive perhaps but well worth it if you plan to blog often.
