I was looking in the announcements tab where you would think this setting was and could not find it. This morning I woke up and remembered that it was not in announcements or Hints but in the Text tab. I am gradually getting Voiceover back to its previous functionality. I am even thinking of keeping Daniel as my default voice. I was not previously a fan but actually in terms of comprehension for my deaf ears at accelerated speeds it is not half bad.
I guess it was made the UK default for areason.
