It's built into the FileBrowser app. Note the capital F and B and no space searching in the AppStore. As far as I know it only uncompresses zip files but I haven't tried any other formats or multi part archives as I'm new to the app. You can make folder structures, rename, copy or move files and a hole lot more as well.
To make things easier the app is $5.49 in the Australian App Store so should be $4.99 in the US.
